It's time to deal with a big of a racial issue in Tenpenny Tower. NOW, here's when strange stuff started happening. I remember playing it when Fallout 3 first came out. Ok, so i killed tenpenny during that quest 'you gotta shoot em in the head'. So I let the ghouls in, they killed everyone, I killed them, got my gamer score points and reloaded the game. The Tenpenny Tower � It was fun, and to me has the same feel that blowing up Megaton had.
If you do kill all the ghouls, your quest will be complete. *Spoilers* I had done the quest that involves Roy the Ghoul moving into Tenpenny tower peacefully. Yes you can actually kill Roy and the other ghouls to stop the massacre but you will lose karma and Tenpenny securiy will attack you because your attacking new residents. I thought Three Dog talking about the Ghouls killing everyone in the tower was a game bug - one of those things where parts of the game get the possible outcomes confused.
